In our exploration of visioning within existing literature, we’ve uncovered a consistent oversight – the neglect of uncertainty despite the strong link between visions and long-term perspectives. To bridge this gap, we introduce a systematic framework that not only fosters shared visions and actionable strategies but also confronts the inherent uncertainty tied to their realization. Illustrated through a case study focusing on The Hague’s Southwest area, involving real stakeholders, our approach enhances planners’ and policymakers’ grasp of the temporal aspects of visioning. By proactively addressing uncertainties, we equip decision-makers with the tools needed to fortify policy interventions against potential impacts of uncertain future events.
