A new publication of my PhD is out! How does (the handling of) uncertainty affect mobility innovation trials of Mobility as a Service (MaaS) in the Netherlands and Australia? In this paper, we interviewed actors from governments, start-ups, and research organisations who were involved in the development of a MaaS trial. We compared between each of the four trials which factors were key for their uncertainty management strategies.
We find that uncertainty is often translated by actors as risk that should be reduced. Innovation trials are good at resolving uncertainties on a project level, but not about governance questions of long-term responsibilities and role-distribution. Full implementation of mobility innovations requires broader experimentation as part of a design quest, in which actors experiment and play with uncertainty.
